1. Educational opportunity guarantees and the public education system (types, establishment and diversification of schools, educational opportunities outside the system, early school leaving, truancy and high school drop-out, children and youth administration, youth work, international comparison, etc.).
2. Educational condition development and its regional disparities (e.g. staffing, types of teaching staff and employment, teacher recruitment, school placement, education finance, regional disparities).
3. Education policy processes and educational governance structures at central and local levels (e.g. enactment of the Education Opportunity Law and public education reform policies, relations between chiefs and boards of education, prefectural and municipal boards of education).
