Educational Administration

Research Theme

Historical, international, empirical research on educational administration and public education systems to guarantee the education of children and adolescents.

Seminars Introduction

    Some aspects of education should be left to the freedom of individuals, while others should be provided for by the system. The study of educational administration considers the systems and administration that support people's development and learning. This is a unique area that differs in dimension from educational practice itself.
 The post-war Japanese public education system has been shaped as a centralised system, with an emphasis on equal opportunity and common education. Although it has achieved a high enrolment rate by international standards, it has not been perfect and there have been cases of non-attendance, non-completion of compulsory education and high school drop-outs. In particular, over the past 20 years, educational opportunity guarantees have become a major issue due to widening inequality and poverty, and an increase in the number of children with disabilities, sickly children and children with foreign roots. The challenge is how to redesign the public education system to meet diverse educational needs.
 Until now, there have been schools and teachers everywhere, and in this sense education has been provided under equal conditions. However, in recent years it has become increasingly difficult to secure teachers due to mass retirements caused by generational change, the policy of small class sizes, the increase in special-needs classes and the decline in the number of applicants for teaching positions. In depopulated areas, the maintenance and survival of schools is also becoming an issue due to the declining birth rate. Despite the financial difficulties of the state, there is a need to improve educational conditions.
 One of the research subjects of educational administration is to consider the relationship of authority from the state to schools, the mechanism of policy formation and decision-making, and issues of democracy and local autonomy with regard to the state of public education.
 Educational administration considers and creates spaces where people can learn and live. Let's think about it together.

Research and educational activities of the laboratory

* 'Specialist exercises' (seminars). The aim is to discuss and deepen awareness of issues.
* 'School Management and Educational Administration Research Practice'. After setting a research theme, preliminary study and investigation, a report is compiled at the end and published in the laboratory bulletin Public Education System Research (HUSCAP, Hokkaido University Library). Currently, Associate Professor Takeshi Shinohara of School Management Theory is taking the lead in implementing this project. He works together with graduate students.
